I think the water leak is not in that area
It is in the gutter at the side of the windscreen.
If you tip some water down the gutter you will see it coming out of
the base of the A post where it meets the inner sill top.

It is quite likely you will need a new front floor panel as although I
have deleted the links now I recall seeing a hole in the floor.

I am looking forward to further reports as you progress the repair.

If it is the only rust in the car is worth doing.

Probably someone sat for years with carpets over wet floorpan underlay
without realising it. Easily done.
Or, more likely, they knew but couldn't find the obscure leak.
